Development opportunity

The Town of Georgina is seeking non-binding Expressions of Interest from parties interested in purchasing the former Virginia Hall property.

The approximately 0.92-acre property is prominently located at Highway 48 and Hadden Road, where available Ministry of Transportation data indicates that approximately 12,000 vehicles pass each day.

Hadden Road connects to Black River Road, Virginia Wharf and the Lake Simcoe waterfront. The Town is also planning major improvements to Hadden Road, including road widening, turning lanes, drainage and intersection upgrades, and a new multi-use path. Construction is currently scheduled from fall 2026 through to 2027.

Recent commercial investment, including GoIn Fuels and Seven Generations Commercial Centre, reflects the continued growth of the area and its emergence as a destination for fuel, retail, commercial services and electric vehicle charging.

With strong highway exposure, waterfront access and planned infrastructure improvements, the property offers an opportunity for a distinctive, high-profile commercial development with prominent building and roadside signage. Creative and innovative development concepts are encouraged. Rezoning to Highway Commercial will be considered, subject to all applicable planning requirements and approvals.

Property overview

  • Approximately 0.92 acres, or 40,100 square feet.
  • Prominent exposure at Highway 48 and Hadden Road.
  • Existing gravel driveway access from Hadden Road.
  • Generally level at road grade.
  • Designated Hamlet in the Town of Georgina Official Plan.
  • Currently zoned Rural (RU).
  • Future development would require private water and wastewater systems.
  • Phase I and Phase II Environmental Site Assessments have been completed and will be available for review.
  • The final sale area, boundaries and legal description will be confirmed by survey and in the sale documents.

Purchase price

The purchase price is $840,000, exclusive of HST (if applicable), land transfer tax, legal fees and other closing costs.

Interested proponents are invited to submit a non-binding Expression of Interest.

The property will be sold on an “as-is, where-is” basis. Proponents are responsible for completing their own investigations and due diligence regarding planning, environmental conditions, servicing, access, title, permitted uses and development feasibility.

Submission requirements

Submissions should include:

  • Legal name and contact information of the proposed purchaser.
  • Proposed purchase price and deposit.
  • Brief description of the intended use or development concept is preferred
  • Proposed conditions and due-diligence period.
  • Preferred closing date.
  • Information demonstrating the financial capacity to complete the purchase.
  • Confirmation that the property will be purchased on an “as-is, where-is” basis.
  • Any other relevant terms or information.

Submissions are to be provided in PDF format and signed by an authorized representative of the proposed purchaser.

Review and selection

Submissions will be reviewed as received.

The Town may consider the proposed purchase price and deposit, conditions, due-diligence and closing timelines, financial capacity, intended use, overall benefit and risk to the Town, and any other considerations the Town considers relevant.

The Town may request clarification or additional information, invite revised submissions, and/or negotiate with one or more proponents.

Expressions of Interest will be accepted until Oct. 15, 2026. The Town may identify a preferred proponent and begin negotiating an Agreement of Purchase and Sale at any time. The Town reserves the right to amend, suspend or close the EOI process at any time.

Selection of a preferred proponent will not create a binding agreement or require the Town to sell the property.

Conditions of the EOI

This EOI is not an offer to sell, a tender, a request for proposals or a binding procurement process.

The Town reserves the right to:

  • Accept or reject any or all submissions.
  • End negotiations with a preferred proponent and negotiate with another proponent.
  • Modify, suspend, close or withdraw the EOI at any time.
  • Change the sale process or establish additional requirements.
  • Decide not to sell the property.

Submitting an Expression of Interest, being identified as a preferred proponent or participating in negotiations will not give a proponent any legal or equitable right or interest in the property.

Any sale will be subject to the negotiation and execution of an Agreement of Purchase and Sale, approval by Town Council and satisfaction of all applicable municipal requirements.

Submissions and related correspondence may become records in the custody or control of the Town and may be subject to disclosure under the Municipal Freedom of Information and Protection of Privacy Act. Proponents should clearly identify any information they consider confidential or commercially sensitive; however, the Town cannot guarantee that such information will not be disclosed.
