What different types of road construction are there?
Rout and seal (crack sealing):
Rout and seal, commonly referred to as crack sealing, is a preventative road maintenance treatment used to extend the life of asphalt pavement. The process involves cleaning and widening existing cracks, then filling them with a specialized hot rubberized sealant to prevent water infiltration and further deterioration. By sealing cracks early, municipalities can help reduce potholes, slow pavement deterioration and preserve road conditions in a cost-effective manner.
Micro-surfacing:
Two-layer microsurfacing is a preventative pavement preservation treatment that applies two thin layers of a polymer-modified asphalt mixture over an existing road surface. The first layer helps correct minor surface irregularities and improve durability, while the second layer provides a renewed driving surface with enhanced skid resistance and appearance. This cost-effective treatment helps extend pavement life, improve ride quality and delay the need for more extensive road reconstruction.
Partial depth removal and resurface (shave and pave):
Partial depth removal and resurfacing, commonly known as “shave and pave,” involves milling approximately 50 mm of the existing asphalt surface and replacing it with new hot mix asphalt. This treatment addresses surface deterioration such as cracking, rutting and uneven pavement while maintaining the existing road structure. Shave and pave improves ride quality, restores pavement performance and extends the service life of the roadway in a cost-effective manner.
Full depth reclamation and resurface (pulverize and pave):
Full depth reclamation and resurfacing is a rehabilitation process that rebuilds the roadway by pulverizing the existing asphalt and a portion of the underlying granular base to create a stabilized foundation. The reclaimed material is regraded, compacted and topped with new hot mix asphalt to provide a renewed driving surface. This treatment addresses structural road deficiencies, improves long-term performance and offers a cost-effective alternative to full road reconstruction.
Patch repairs:
Selective patch repairs involve localized asphalt removals and replacement repairs in areas where standard pothole repairs are no longer sufficient, but full roadway resurfacing is not warranted based on the overall condition of the road segment. These repairs are completed on a targeted basis where recurring pavement failures, isolated deterioration or edge loss have been identified through staff inspections and roadway monitoring. These repairs are prioritized based on roadway conditions and operational needs.

How is a road selected for repairs?
The Town completes pavement condition assessments every two years to evaluate the overall condition and performance of its road network. These assessments consider factors such as pavement surface condition, ride quality, traffic volume, road classification, speed limits, roadway structure and whether the road is located in a rural or urban area.
Using pavement management software from CityLogix, the Town reviews cost-effective treatment strategies that align with the Town’s Asset Management Plan (AMP) for core infrastructure assets. The software provides a mathematical benchmark and lifecycle-based recommendations to help identify the most economical timing and type of repair for roads throughout Georgina.
Town staff then review these recommendations alongside a variety of real-world considerations before finalizing annual road programs. These factors may include:
- Current or planned capital infrastructure projects and utility work
- Future road reconstruction, streetscaping or safety improvements
- Ongoing engineering studies or roadside safety audits
- Coordinating projects by area to reduce community disruption
- Recently completed geotechnical investigations and roadway testing
