Frozen water service and pipe protection

Frozen pipes can lead to burst pipes, water damage and costly repairs. Being prepared and informed can help reduce the risk.

Most calls related to frozen water pipes and water meters are caused by inadequate heating or cold air drafts in areas where pipes are located.

If there is a history of pipes freezing at a property, residents may choose to leave a cold-water tap running at a steady stream of about 6 mm (¼ inch) during periods when outdoor temperatures are below freezing. The amount required may vary depending on temperature and the length of the cold snap.

Important: Do not run a water tap continuously unless the Town has specifically requested it. Only residents directed by the Town to run a tap will have extra water costs covered by the Town.

What can cause water services to freeze?

Most water services in Georgina are buried deep enough to protect them from frost. However, some older service lines were installed at shallower depths than current standards. Extremely cold temperatures or frequent shifts between warm and cold weather can allow frost to reach these lines and cause freezing.

Water temperature and pipe exposure

Water can freeze with very little exposure to cold air. This is why it is important to ensure water service lines are protected from cold temperatures during the winter months.

Water expands as it freezes. This expansion puts significant pressure on pipes, whether they are metal or plastic, and can cause them to crack or burst.

Pipes that freeze most often are those exposed to cold conditions, including outdoor hose bibs, swimming pool supply lines, irrigation and sprinkler lines, and water supply pipes in unheated indoor areas.

Areas to monitor include basements, crawl spaces, attics, garages and kitchen cabinets. Pipes located along exterior walls with little or no insulation are also at higher risk.

Town program and contacts

The Town maintains records of properties that have experienced frozen water services and works proactively with affected residents to help manage recurring issues.

Tenants are asked to contact their landlord regarding water service concerns. Landlords should contact the Town directly.

Running a tap: Town policy

Prevention checklist

Seal drafts and air leaks around windows, doors, foundations and areas where plumbing is located.

Keep indoor areas with plumbing above 8°C (46°F). If using a portable heater, follow the Town’s portable heater safety guidelines.

If frozen pipes are suspected

Contact a licensed plumber to assess the situation and safely thaw the pipes.

If the plumber believes the freeze is on the Town side of the service line, between the property line and the watermain, contact the Town of Georgina immediately.

Service line responsibilities

Homeowner: responsible for the water service inside the building and from the building to the property line.

Town of Georgina: responsible for the service from the property line to the watermain.
