The Municipal Act S.O. 2001, Chapter 25 provides that a local municipality may designate, through a bylaw, an area as an improvement area and may establish a board of management to oversee the improvement, beautification and maintenance of municipally-owned land, buildings and structures in the area beyond that which is provided at the expense of the municipality, and to promote the area as a business or shopping area.
The JPVA consists of 5 members appointed by Council, 1 of whom shall be a member of Council and the remaining 4 of whom shall be individuals and corporations so assessed. Members shall hold office from the time of his/her appointment until the expiration of the Term of Council that made the appointment, provided that he/she continues to be qualified.

- JPVA meetings are open to the public.
- Public input is welcome through a Request to Speak form or a Request for Presentation to the Committee
- Meetings are conducted in accordance with the Town of Georgina's Procedural By-law
