Active Transportation Master Plan

Overview

The Town of Georgina is developing an Active Transportation Master Plan to guide long-term investment in infrastructure that supports walking, cycling and other forms of active mobility. This strategic plan will assist Council and municipal staff in the prioritization of capital improvements, ensuring resources are allocated effectively and equitably across the municipality. The master plan will establish a cohesive vision that reflects current and emerging trends in active transportation to help shape a safe, connected and accessible network that supports public health, sustainability, and mobility for all ages and abilities.

Project purpose

As a large municipality made up of both rural and urban communities, this planning exercise will examine where better facilities such as trails or multi-use paths would help residents walk, cycle, or roll to their destinations. Strategic investments in trails and active transportation infrastructure can create additional options to access destinations and link activity centres that don’t require private automobile use. The purpose of the Active Transportation Master Plan is to establish a Town-wide, connected and integrated network that links key destinations, including waterfront parks, urban centres, schools, transit hubs, and commercial areas, through a cohesive system of trails, pathways, and cycling infrastructure.

The plan will:

  • Conduct a comprehensive analysis of existing infrastructure to identify gaps, barriers and areas of improvement within the active transportation network.
  • Enhance network safety, comfort and accessibility in accordance with best practices and relevant design standards.
  • Encourage equitable distribution of facilities to better serve all communities across Georgina.
  • Provide short-, medium-, and long-term recommendations for infrastructure improvements, policy development and network expansion.
  • Position the Town to pursue provincial and federal funding opportunities to support implementation and long-term success of the master plan.

Transportation system elements to be reviewed include, but are not limited to, municipal and regional trails, multi-use paths, sidewalks, cycling infrastructure, pedestrian crossings, transit service and road networks. While the Town acknowledges that some lower impact and lower speed motorized devices may appropriately use these facilities, the modes emphasized as active transportation are primarily human-powered, or lightly assisted, and promote physical activity. Active transportation planning prioritizes walking, pedal bicycles, pedal-assist e-bikes where the motor does not replace pedaling, skateboards, roller skates, and non-motorized scooters due to their low speed and active nature.

The Active Transportation Master Plan will complement and support recommendations developed within the Waterfront Parks and Parks Master Plans, as well as other municipal plans.

Over the next 10+ years, phased implementation of this plan will result in a more connected, inclusive, and resilient active transportation system that reflects the diverse needs of Georgina’s communities.
