About the funding

On March 3, 2025, the Government of Canada and the Town of Georgina announced that they had reached an agreement under the second round of the Housing Accelerator Fund. The Town will receive $5.8 million to eliminate barriers and accelerate the creation of 210 new housing units above the Town average over the next three years.

Initiative 1: Allow four units as-of-right per residential lot to support infill development in Georgina’s urban and serviced settlement areas

Milestones

  1. Develop proposed zoning b-law change including map of applicable areas

  3. Council endorsement of update to the zoning bylaw to allow four units as-of-right in urban area

The Town of Georgina is proposing an official plan and zoning bylaw amendment to permit up to four residential units per lot in designated urban serviced areas of the town, specifically within the settlement areas of Keswick and Sutton/Jackson’s Point. The initiative is part of the town’s Housing Accelerator Fund implementation, which aims to support housing supply and gentle intensification in areas with existing infrastructure.

The proposed changes will allow fourplex residential dwellings as-of-right in applicable residential zones, subject to lot size, frontage, parking and servicing standards. These permissions align with recent provincial housing policies and support a broader range of housing options for Georgina’s growing population.

Initiative 2: Partner and collaborate on affordable housing construction

Milestones

  1. Develop and launch Expression of Interest process for the construction of affordable housing
  2. Conduct review of submissions and select partner(s) to use incentive funding to develop affordable housing in Georgina
  3. Connect partner(s) to ongoing support

Initiative 3: Implement Development Tracking System to streamline development approvals process

  1. Establish project team
  2. Develop and customize Development Tracking System
  3. Launch and training for internal staff and external users (ie. developers)

Initiative 4: Expand delegation of authority to staff over certain development approvals

Milestones

  1. Initiate Official Plan Amendment
  2. Draft delegated authority recommendations (e.g. holding provisions, temporary use bylaws, minor zoning bylaw amendments, etc.)
  3. Hold public meetings/community consultation period
  4. Obtain Council approval

Initiative 5: Implement process to fast-track development and building permit reviews for priority housing types

Initiative 6: Reduce development charges and development-related application fees for affordable and/or rental housing

Initiative 7: Update Comprehensive Town Zoning Bylaw to permit Additional Dwelling Units (ADUs)

Milestones

  1. Review Town Zoning Bylaw and bylaws restricting the permitting of ADUs
  2. Council approval of update to the comprehensive zoning bylaw to permit ADUs
  3. Promote updates to encourage residents to construct ADUs

This initiative will work in tandem with Initiative 8.

The Town of Georgina is proposing amendments to its zoning bylaws and official plan to implement updated policies allowing additional residential units (ARUs) across both urban and rural areas of Georgina. The initiative aligns with changes to the Planning Act and Ontario Regulation 299/19 and supports the creation of self-contained units within or adjacent to existing homes.

The official plan amendment applies town-wide, and the zoning bylaw amendment applies specifically to properties governed by Zoning Bylaw No. 500.

ARUs are self-contained residential units located within or adjacent to a primary dwelling, such as basement units, coach houses or garden suites. The proposed amendments will enable up to two ARUs per lot across different contexts, subject to development standards, lot conditions and servicing availability.

Initiative 8: Develop and administer incentive program for Additional Dwelling Units (ADUs)

Milestones

  1. Develop program framework and work plan
  2. Council approval of program
  3. Formal launch of pilot program, including execution of implementation and communications plan – expected November 2025

The Town of Georgina is developing a new community improvement plan for housing and economic development. As part of the Housing Accelerator Fund funding, the town is proposing a program to provide grants and financial incentives for additional residential units (ARUs). The initiative is intended to support the creation of a broader mix of housing types, including affordable, by offering financial and procedural incentives that help reduce the cost and complexity of delivering new homes. A second component of the community improvement plan relates to enabling economic development and establishing the ability for the town to provide economic incentives town-wide.

The proposed program to provide grants and financial incentives for ARUs will apply across the entire town and is being designed to help remove barriers to housing development, especially in areas with existing or planned servicing infrastructure. The goal is to create a structured yet flexible program that attracts meaningful housing investment while responding to local needs and development conditions. A second set of goals is to promote economic development and broaden the town’s policies. No new incentive programs for economic development are proposed at this time.
