Queensway North Urbanization Project

Overview

The Town is moving forward with infrastructure work to support a major initiative for a new residential subdivision and improve essential Town services.

The project includes the construction of key infrastructure within the subdivision, such as:

  • Sanitary, storm and water servicing systems
  • A stormwater management pond and related facilities
  • Paved roads with asphalt and concrete curbs
  • Underground utilities

In addition, new municipal infrastructure will be installed along the Queensway North and Old Homestead Road to support the broader development.

Traffic impacts

To complete this work safely and efficiently:

  • The Queensway North will be fully closed temporarily
  • Old Homestead Road will experience a single-lane closure on the north side
  • Emergency access will be maintained at all times

Road closure notice: The Queensway North

A temporary full road closure will be in place on the Queensway North from the intersection of Old Homestead Road to the intersection of Church Street. This closure is scheduled from June to October 2025.

The closure is required to support the installation of external municipal services for a new subdivision. Work includes construction of sanitary sewers, watermains, storm sewers and road improvements along the Queensway North and Old Homestead Road.

To complete the project safely and efficiently:

  • The Queensway North will be fully closed
  • Old Homestead Road will have a single-lane closure on the north side

Emergency access will be maintained throughout the duration of the work.

Frequently asked questions

What is being done to address concerns about potential structural damage caused by construction activities related to the development and road urbanization project?

As with all projects that may have external impacts during construction, a building science and geotechnical firm is retained to review the work and provide mitigation recommendations. For this project, Soil Engineers Ltd. (SEL) has been engaged to complete precondition surveys for all homes along the Queensway that are within the vicinity of the servicing operation. Prior to the start of earthworks in 2024, SEL conducted surveys for seven properties located adjacent to or within the zone of influence related to site fill activities, where soil compaction may have caused vibration. As the 2025 scope includes external servicing, the zone of influence has expanded. SEL will now complete precondition surveys for the remaining homes on the Queensway to ensure updated baseline data is available for all affected properties. SEL is currently canvassing the area to begin these inspections.

What is being done to address concerns about well water levels and quality during construction, including deep excavation and potential impacts on nearby wells?

Prior to beginning earthworks in 2024, Ballymore engaged hydrogeology firm RJ Burnside to review groundwater conditions on the development lands and assess the potential impact of servicing and home construction. This work included an external well study. As part of the study, residents surrounding the site were invited to participate in voluntary monitoring. Twelve of 41 residents agreed and monitoring began in 2024.

Due to increased concerns related to external servicing, RJ Burnside has been asked to re-canvass the neighbourhood to see if more residents wish to participate. Data loggers will be installed in participating wells to track water levels throughout the construction period. If impacts are observed, further investigation will follow the process outlined in the report.

RJ Burnside is currently on-site collecting baseline data for the 2025 spring season and will continue monitoring through the year and as needed beyond.

What is being done to manage construction noise and ensure proper monitoring during the project?

The Town of Georgina’s Noise Bylaw (No. 2003-0075 PWE-1) applies to all construction activities, and the developer is required to comply with its provisions.

To ensure proper oversight, Ballymore has retained a team of consultants who will be involved throughout the duration of the project, including:

  • Sabourin Kimble and Associates – Civil consultant providing full-time construction inspection
  • Soil Engineers Ltd. – Structural and geotechnical consultant
  • RJ Burnside – Hydrogeologist

Is there a period after construction during which the Town or developer remains liable for structural or well-related damage?

Structural damage concerns are generally limited to the servicing phase of construction, when vibration from heavy equipment may impact nearby properties. Once road paving is complete, the risk of such damage is expected to cease.

To address concerns related to groundwater, RJ Burnside will continue monitoring surrounding wells into the spring of 2026 to confirm there are no lasting impacts from the external servicing, which is scheduled to be completed in fall 2025.
