Parking and Loading Study

Overview

The purpose of the study is to review the Parking and Loading Standards contained in the Town’s zoning bylaws to determine their appropriateness and relevance in estimating and regulating the needs associated with permitted uses and activities. The results and findings of the study are intended to form the technical basis and support for new parking and loading standards for inclusion in a new comprehensive zoning bylaw for the Town.

Objectives of the study

  • Conduct a review of the Official Plan, Secondary Plans, Zoning Bylaws and other applicable Town policies and regulations related to parking and loading within the study area.
  • Identify local issues, circumstances and barriers as it relates to the implementation of the Town’s existing zoning bylaw provisions respecting parking and loading requirements for permitted uses.
  • Conduct a scan if jurisdictions to compare/benchmark best practices of comparable municipalities and their parking and loading standards.
  • Prepare and implement an appropriate empirical methodology to estimate parking demand and usage analysis for key land uses.
  • Development of a comprehensive stakeholder communication and engagement plan addressing all project stages (project initiation and regular updates, survey engagement, conclusion, etc.).

Project status

The project kicked off on Oct. 2, 2025,  with Paradigm Transportation Solutions Limited. The work plan and background report establishing the overall planning context and scope of work for the Parking and Loading Study are attached in the reports section.

As next steps, the consultants will be conducting parking counts at six locations throughout Georgina.
